Declaration of Minimum Humanitarian Standards, Text of the Declaration with a commentary. The Declaration of Minimum Humanitarian Standards was adopted by an expert meeting convened by the Institute for Human Rights, Åbo Akademi University, in Turku, Finland, 30 November – 2 December 1990. The text of the Declaration was later submitted to the UN Sub-Commission on Prevention of Discrimination and Protection of Minorities and the UN Commission on Human Rights.
