Mapping child protection systems in the EU – Update 2023
The EU Fundamental Rights Agency (FRA) provides on its website an overview of the main elements of the child welfare and protection systems in EU Member States. It looks at national laws and policies, child protection procedures, service providers, human and financial resources, accountability and monitoring systems, and child participation. There is also a dedicated section on migrant children. The study is an update of a similar mapping, published by FRA in 2015. It pays particular attention to persisting challenges, but also highlights achievements and promising practices. Later this year, FRA will also issue a more in-depth comparative analysis of child protection systems across the EU.
The update is based on the data collected in the first half of 2023 in the 27 EU Member States. The data on Finland was compiled in cooperation between the researchers at the Åbo Akademi University Institute for Human Rights and the University of Turku. The country report on Finland is also available online on the FRA website.
